Canadian Delegation Secures Reopening of 3L Shrimp Fishery After Decade-Long Moratorium

Following the 47th meeting of NAFO in Halifax, NS from September 15–19, we are pleased to share that the hard work of the Canadian delegation has led to the lifting of the moratorium on 3L shrimp in Canadian waters, exclusively for Canadian harvesters.

3L, also known as SFA 7, has been under moratorium since 2015. Beginning January 1, 2026, work will commence to establish a TAC, with the fishery set to reopen on April 1. Importantly, this fishery will be exclusively for Canadian harvesters, with no foreign fleets permitted to fish in the NAFO Regulatory Zone.

We thank Adam Burns, head of the Canadian delegation, along with his DFO colleagues and the entire Canadian team for their efforts in reopening this important fishery. Representing FFAW on the delegation is President Dwan Street.

Dr. Erin Carruthers

Dr. Erin Carruthers is the Science Director and Senior Fisheries Scientist with the Fish, Food and Allied Workers Union (FFAW-Unifor), which is the labour union that represents the owner-operator fleet in Newfoundland and Labrador. The FFAW is committed to research and management that supports healthy oceans, fisheries, and coastal communities. Dr. Carruthers received her Ph. D. in Biology from Memorial University in 2011 followed by a postdoctoral fellowship with the Centre for Fisheries Ecosystems Research. Before coming to Newfoundland, Erin worked as a Research Biologist with Fisheries and Oceans Canada at the St. Andrews Biological Station. Her current research program is co-constructed with fish harvesters and includes research on coastal fishing communities, collaborative longline and trap surveys, and best practices for the avoidance, handling and release of unwanted catch.
